Follow COPPA regulations. COPPA is triggered if you attempt to collect both personal information and information related to age. Therefore do not indicate that you are collecting personal information, if you are also restricting the age of the user. However, if you inform users at the point of information collection that there is an age restriction, they can simply evade the restriction. Look into AMCOR’s Children’s Privacy Seal program.
